Law against stopping on highway proves the system does not work

Woman stops on road to help ducks, faces life in jail for deadly car crash — RT News: "A Canadian woman was found guilty of criminal negligence over two road deaths caused by her stopping her car at a highway to help ducklings. The charge carries a maximum sentence of life in prison."
Think about the logic of this. Drivers are not responsible to be able to stop within their field of vision. Take a minute. Think about it. That means the system is based on the assumption that you may travel blind. Of course, one should not stop on a highway. But what about natural obstructions, or sudden events. Driving beyond your ability to see and stop is designed into the current system.

System doesn't work. Plain and simple.
